DS19 - MGTAVCC Power On - ON. Check 6 Ethernet LEDs near RJ45 Ethernet jack P1. Cycle Power ON and OFF and see that all LEDs blink. If these LEDs above (a & b) are not lit at power on, you may need to re-program the TI Power Controllers on your board.
